BRIEF:
When M3009013 was released from research, he was granted his assignment number as a legal name.
However, he hated it with every ounce of his being, and took-on the old-celtic name "Phelan".
He got to run free, but he still wears the stainless-steel tracer band around his left ankle, mostly because he can't get it off.
Basically, the New Celtic Republic denied him amnesty on account of his status as a "particularly dangerous hybrid construct", and the only nation that would allow him to immigrate was the Vaslov Republic.
However, his immigration, combined with his status and species, made it mandatory that he consent to full-time surveillance by the Vaslov systemwide government.
This essentially meant that he had to wear yet another tracer.
At least this time, instead of an uncomfortable metal band, it was a soft, flexible Nylon-web collar with a tiny black hardened-steel case attached to it.

Phelan is a lightweight, quick, and deadly, though fairly frail individual. Local regulations dictate that he's to keep his claws trimmed to a safe length, and that his beak stay honed to a blunted point. Physically, he's only marginally stronger than the average human, though significantly lighter and posessing a more frangible skeleton.

HARPY is an original Lockheed-Martin-Raytheon BAC< or Bipedal Assault Chassis, contracted by the Terrans early on. The project was canned because of the machine's incredible energy consumption, even when fitted with a tritium-fusion reactor.
Phelan's conversion of the chassis to Gedium-fusion using illegal components took only two years' time to finish, but was well worth the cost and time.
Now, it's brutally simple, ultra-lightweight, and fairly difficult to get hold of, though for as old as it is, it's an even match to nearly any NCA of the same or similar mass, even two hundred years more modern. The only difference is that it's all electrical instead of fiber-optic, and that the NWIG (neurological wetwear interface gear) used in this version is significantly more bulky and prone to interesting quirks than the more modern, non-invasive systems used by voluntary NCA pilots.
